Using "Automatic low latency mode" in conjunction with "Minimize network impact" solves my ping spiking issues while I stream. I have a stable internet connection so I can only assume I have some kind of defective hardware or something that this option works around.
In case you were curious, I did an upload test and a ping test to demonstrate my connection's stability.
Why does this solve my issue? I have "Latency Tuning Factor" on the default 20.
