Auto Updater

Not sure if there is an auto updater in this program, but I think there should be something liek that in this program. I kinda forgot to update the program lately and kept v432a until today lol. It's not necessary but I think it could help out.

I've made a simple 'Version checker' program in C.

It gets the installed version number from "%APPDATA%/OBS/Global.ini" and compares it with the "http://obsproject.com/changelog.txt"'
