Audio without video or very low bitrate video

Hi, we have to stream audio separately from video for our use case. We may have 20 or more audio feeds from our scene as a result.
We are OK having them be over RTMP video as long as the bandwidth use is the same as audio only or slightly higher. Is there a way to stream the audio separately like this with OBS on windows ?

(PS the OBS website search tool won't let me use audio only or audio without video as search terms because 'only' and 'without' are too common. So sorry if this has been answered.)
 
With CQP or VBR the bitrate may sink as low as the audio bitrate (roughly), when you send black (still) video. Anyway the stream consists of a video substream. I fear this is not what you want...
