If you are having problems and are using a laptop, see this thread for advice.

If you are using SLI or Crossfire, you may need to disable it for compatibility with OBS.

VBR in use

Consider enabling CBR for improved stream quality. CBR will use a fixed bitrate which allows a smoother network stream, reducing the chances of frame drops for both you and your viewers.

Audio Device Lost

Your audio device 'Microphone (2- Logitech Webcam C930e)' was disconnected during the stream. This can result in stream freezes and OBS crashes if it is your primary audio device, or loss of audio for secondary devices. Disconnections can occur due to the device being physically unplugged, overloaded USB ports or other software such as a game taking exclusive control of the device.

3 issues found (1 major, 2 minor).

I run this program on about 20 of the same computers, so only this one is having the issue. I have already defaulted the computers to the NIVIDA graphics card (not integrated). So that can't be the issue. I changed USB ports to see if it's overloaded. Not sure what else to look at. All computers have the same settings.

Essentially the steam just freezes.

Couple things to check on.

Make sure under the "Settings" window that on the "Video" section and the "Video Adapter" drop-down to choose your main card if you are able to. Also make sure under "Encoding" make sure "Use CBR" is checked.

If this doesn't help or is already set - post back.
 
Under video adapter there is actually 3 for some reason.

Intel HD Graphics 4600
NVIDIA GeForce GT 720A*
Microsoft Basic Render Driver

I selected the NVIDIA adapter.

I turned on CBR to see if that helps. The adapter above was already set.
 
Okay, I even tried to reinstall both graphics adapters. Used the settings you mentioned. Failed again:
