Question / Help Audio Sync/Blackscreen/Can't Seem to fix ANYTHING

So I downloaded OBS at the beginning of the week and have yet to be able to utilize it properly. The game-capture mode is stuck on "blackscreen"(which isn't too big a deal since window/monitor mode works just fine and I'm not trying to stream), but the biggest issue I have is the audio sync quality. For the first few seconds of footage, the sound seems to match the video, but after that, it decays and is very noticeable and distracting! I'm not sure if the game sound/music also decays, as these test videos are only about 30 seconds long at most. And just to clarify: In the video, the voice continues as normal and my mouth follows after it.

I've searched other threads, read a ton of posts and FAQs(mostly from this website and mostly by Jim), watched several tutorials/fix videos, and have tried implementing said fixes on my own to no avail. I even uninstalled/reinstalled just in case there was an update or something that I missed. Regardless, nothing I do seems to be working. Please help me! My primary goal right now is to use OBS to record gameplay locally for youtube videos.

Anyway, here's the equipment I'm using:

Blue Yeti USB Microphone, which I have plugged into the back of my laptop. (not sure if that matters)

Logitec HD Pro Webcam C920, which is also plugged into the back.

Digital Storm Behemoth Laptop
Processor: Intel(R) Core(TM) i7-4910MQ CPU @ 2.90 GHz
Installed Memory (RAM): 32 GB
System Type: 64-bit Operation System, x64-based processor (Running Windows 10)
Audio: Realtek High Definition Audio, with Sound Blaster X-Fi3
Display Adapter: NVIDIA GeForce GTX 880M

If your GPU has optimus (switching between Intel and nvidia GPU then check this thread first.
https://obsproject.com/forum/threads/laptop-black-screen-when-capturing-read-here-first.5965/

After you've verified that it is set right, restart OBS and rerun your test.

the main question about AV sync is with your cam, does audio fall behind video or video stutter and fall behind the audio.

Might want to try a different USB port for your video is stuttering, otherwise, increase scene buffering to 1500ms as well.

I did read that thread and am a little confused by it. I understand what it's saying, yes, it's just that the instructions don't match what I'm seeing in the control panel:
Global Settings:

Program Settings:

There's no dropdown box under global settings and I've added OBS.exe under the program settings tab, but am not sure what to do after that. Please excuse my incompetence. :c

The video falls behind the audio and I don't see any stuttering. I've increased the scene buffering as you suggested, but there's not any real improvement. Also moved the webcam to a different usb port, no change.
