you should use OBS studios and switch to AMD VCE hardware encoder. you should then be able to do 720@30 which you are currently struggling with 480p@30with ultrafast preset.
This is because x264 is software encoding which your CPU cannot handle

how do I set all this up? Is the AMD VCE separate? Where do I put the 720@30 at? Sorry I am just ignorant when it comes to this kind of stuff

download OBS studios as linked. change encoder in the streaming tab from x264 to VCE. go to the video tab and set a downscale to 1280x720. make sure OBS and OBS studios are not open at the same time

in OBS studio I have no option to do anything with the encoder, in OBS in the encoding tab, all I have is x260 quick Sync Nividia NVENC

but those are greyed out for you since you dont have them. OBS studios. you should have AMD VCE encoder.

OBS OBS Studios in settings under output tab switch to advanced at the top and in the streaming tab, drop down the encoder. do you see AMD Video Codec Engine (VCE)?

If oyu still dont see it there, make sure that your AMD GPU drivers are up to date and check this thread: https://obsproject.com/forum/threads/quicksync-and-amd-vce-are-not-even-listed.42692/
