Audio Output on all the time!

Hi all, I am running into an issue with the audio. When ever I add an "Audio Input Capture" it includes that mic in all my scenes and will always output the audio, even in scenes that have nothing in them. I have disabled all my global Audio Devices and it doesn't matter what Audio monitoring device I have selected audio is sent two Loopback. While these are two separate issues I am assuming they are related. I have trashed settings and gone through a reinstall. What am I doing wrong, what did I miss? It seems like if there is not a mic as a source in a scene I should have no audio coming through.

The setup:
OBS - 27.1.3
Computer - 2021 Mac book Pro running Big Sur
Mic- Rodelink Lav
Interface- Black magic Atem mini plugged into a computer via USB
Loopback Audio Interface

Here are a few pics. one is a scene where no Audio(or any sources at all) is in the scene and the audio still playing in Loopback. Another is a shot of the global audio settings, I selected a random monitoring device for illustrative purposes.

A few other notes:

It seems to only happen with the Audio Input device source, If I have a music file in the same scene and switch scenes the music stops. Lastly, I do have the audio monitoring plug-in installed and can't seem to uninstall it no matter what I do, BUT I do not have it applied to any files in this test.
