You have Mic time offset: 1500 .. That's 1.5 seconds. Simply disable it and you'll have no delay.
Settings > Audio > Mic sync offset.

Oh scratch that, I completely read it as a different question. Your tv might have a crappy and slow decoder. It's probably optimized for the old divx format.

Unfortunately I doubt its my TV since its less then a year old Samsung Smart TV.

The delay is also on the Game Capture HD that my Elgato came with if that helps out any. So its not just OBS.

Do not set a 'use buffering' value on the elgato other than 0. It must be on, but it must also be at 0. The other things however (such as mic and webcam) need to be set to 1500 milliseconds.

Is your setup:

Console -> Elegato -> TV
.......................|
.......................--USB--> PC

If so, try just plugging your console HDMI straight into your TV and see if it has the sync issue just to test.

If it still has an issue, then it might be a setting on your TV, I had a 120hz tv that simply did not work with gaming, I had to change the tv to 60hz and the issue went away. (It usually called auto motion plus or something).

If not, then I am not sure. It's not an OBS issue though, it sounds like something between the elegato passthrough or tv.

When I plug my system via HDMI straight to the TV its never had a sync issue, so its definitely not that.

My setup is like you said. Console into elgato into tv, then the usb cord from elgato to my pc.

Messed around with my auto motion as well and unfortunately it didnt sync properly after that either.
