Having this problem lately but not sure if it's OBS or twitch. I have a pair of USB headphones (www.gioteck.com/stereo-headsets/ex-05s-multi) and they have been working fine for months but lately when I stream the audio from the microphone is not being broadcast in twitch. Even though the mic works perfectly for skype or other programs and OBS is apparently picking up the sound clearly, my voice is super fucking quiet.
