audio monitoring not working as expected

the last few streams i haven't been hearing my streamlabs alerts. after some testing it seems none of my OBS monitoring is working (tested with mic and system audio too)
i have everything properly set up (screenshots attached, M4 is my audio interface) but OBS isn't sending audio out to any of my output devices.
