Audio is diminished on its own

Hi, when I am listening to something that has audio and I start OBS Studio, the audio of the desktop is decreased even though the volume meter is at maximum. This is annoying, I have to stop the video audio, videoconferences or what I am listening and restar OBS. I want to know if there's some solution for this problem. I have Windows 8.1. Sorry for my english.
 
That option was already activated. At least I found out if I stop the audio for a short time and I start it again, it's normalized without restarting the program. Too bad I can't do that in a real-time video conference.
 
Not sure how to get to it in windows 8.1, but open up your Playback/Recording devices (petty sure you can right-click on the speaker icon in the taskbar and open it that way).

In the Communications tab, make sure it is set to "Do Nothing".
 
I think I might be having the same issue. My audio sounds much more quiet than what I'm hearing and it's unclear. Is there any way to fix this?
