Audio delay

I have a pretty significant audio delay with my video that I am streaming. I have tried adjusting the "Sync Offset" in the advanced settings in the Audio Mixer. Doesn't seem to help. Anyone have any suggestions?

Our setup is 1 Axis IP Dome camera. Audio output from our sound board is running to the PC audio input.

You will need to do a test recording to check audio offsets, they are not reflected in the live monitoring output, only on the stream or recording.

Once I get that reading and know what the differential is how do I correct that? I have tried adjusting the sync offset in the Advanced settings in OBS. Of course I did this without knowing what actual difference was. Right now our set up is the camera goes into a hub and the hub is connected to the PC. The audio is coming out of the sound board output to the mic input on the PC.

You would indeed adjust the offsets in the Advanced Audio Properties.
My preferred method for camera sync is to do a test recording at zero delay, using a clapboard. Take that recording into an editing program and count the number of frames between the visual clap and when the audio spike occurs. Multiply by 33 for 30fps video, or 16.7 for 60fps video to get the offset.

So I just figured out that when I look at the live feed (web interface) the video and audio is synced, obviously. However my sound guy and I just clocked the delay at a whopping 45 secs in OBS. Of course the feed on Facebook is showing what OBS is seeing. So how can I decrease the video delay on OBS? A 45 second delay no less???
