Question / Help Audio cuts out when recording/streaming

About once a minute, the audio on both my end and the viewer's end completely cuts out for a few seconds, and lags my computer. It does this even when I'm on the desktop, not even playing a game. I know it is not because of my internet upload speed (11mbps), so I was wondering if someone could help me out. I'll post my log.

Scene buffering time set to 400

Please go to Settings > Advanced and change this to the default value of 700. If you continue to have problems you may also want to lower the resolution of your webcam.

I changed the scene buffering time, as well as the webcam resolution and that did not solve the problem.
