Audio being repeated in twitch stream

So recently I've been messing around with some settings (none of them in the audio tab) and when I started my stream to test it, the audio that was played for like 5 seconds would cut off and then repeat its self. I also updated OBS today (27.0.1). This has never happened before and I would appreciate any help as this is the weirdest issue I've ever seen.

I was mainly messing around with bitrate, resolutions and stream delay, but you will see this all in the log.

The bug that is happening is a segment of audio being repeated constantly. It's not like it's only getting repeated once because of a stream being open in the background, it's repeating a voice line for example and the audio that is meant to be playing just isn't there. Also, what would you recommend instead of mp4?
