Ok guys I am stumped. last week my stream was running awesome! this week some bumps but discovered isp had hub issues. those are fixed and my area internet mas is 50D/5U I know not great but workable. ran speed test at all times of the day pat two days and was getting cinsistant 40-50D/4.5-5U so internet is good even has a tech here for something else and got a tap feed test confirming the same thing. My settings have not changed from before but I am dropping frame rates like crazy I checked log with log analyzer and got no issues... streaming to closes server with good jitter.. I am so stumped. have not been able to produce a quality stream in a week. im not sure how to post this forgive me but this is what my recent log read where my frame drop was 17%ish... My comp specs are not great but not horrible and my bit rate is lower than usual because I started to see if I needed to compisate for the dropped frams. nothing seems to help. any ideas?

Just ran the log analyzer on the log you linked to and got this:

Dropped frames detected

18% of your frames were dropped due to poor network conditions. Frames are dropped when data can not be sent fast enough to the server you have selected. This is caused by trying to stream at too high of a bitrate, or by the streaming server you selected not being able to accept the data at the rate you are sending.

Try switching servers, especially if you are using twitch.tv. As a test, you could also try streaming to a different provider to check whether the problem is on your end or not.

Note that some ISPs will temporarily increase your upload speed at the start of a transfer - if you only start to drop frames after 30 - 60 seconds, your ISP is likely doing this and you will need to use a lower bitrate.

Finally, if you are using a wireless connection, keep in mind that interference from other radio sources can cause your connection to stutter and drop frames. A wired connection is strongly recommended when streaming.

See https://obsproject.com/forum/viewtopic.php?f=5&t=8870 for more advice on how to fix dropped frames.

Connection stalls detected

Your connection is stalling while sending data. This can result in frame drops, stream freezes and disconnects. Try changing the server you are streaming to, or lowering your bitrate

2 issues found (2 major, 0 minor).

According to that log you linked and the analyzer it's network related. Although that's kind of weird seeing as you've said your internet speeds seem to be fine.

Is it possible that other things are running at the same time you are streaming? Or at least, what all do you have running when you stream?

Thanks for the check man still no luck same issues. All this after i bought a new nighthawk triband router (though I am harlined in) to help deal with any congestion. had techs out the past two weeks on the phone. Pretty sure my ISP thinks I am crazy. I can't go more than two min without 15+% frame drops. it sucks it sounds like it might be a few ISP issues one person foune codeword issues whatever that is where they thought they may have to change the blade, the hub in my area needed a hardware swap which may not be complete no one seems to know. but my speedtest ar running between 40/4 and 50/5 (the max upload in my area is 5mpbs.) but even at 1700kbs im not able to hold a stable stream.
