Artifacts with motion in capture card camera

I have a streaming rig that I made to stream my pinball machines. For my overhead cam I use a Sony CX405 through a capture card. I had streamed several times on an older version of OBS with this setup, maybe V19. I stopped for a while and then started up again. I was getting update notices and didn't do it for a while. Then recently I did and have been getting weird issues. One thing that I have had happening was these artifacts on my overhead cam and I wasn't sure what was causing it. Today I happened to notice something when the camera was stationary. I pulled the whole camera setup out of the rig to try to figure out the issue. The camera was sitting still just pointing at nothing specific. I wasn't sure if the signal had been interrupted and the view was frozen on OBS, so I waved my hand in front. It wasn't frozen, but did this:


It never did this before. I tried this capture card on my Xbox last night and streamed for 2 hours without any artifacts. I tried this with the 25" or so of USB cables I normally use for this camera, and also with the shortest cable I have and I get the same effect. The display on the camera does not do this, so it's something after the camera causing the effect as far as I can tell. Any advice would be great. Thanks.
