Question / Help Arma 3 suddenly horridly pixelated?

Hey ya'll, I'm at my wit's end trying to figuring why for no apparent reason around a month ago my stream has become just... Terribly pixelated. I had been using the same settings for several months and it used to look great. I used the same setting back when I had worse hardware and it looked light years better then today. I'm at a complete loss, any input would be really appreciated! Details below:

This is while running an i-7 4790k @4.6Ghz and an EVGA 780ti on a 110 down and 25 up connection (3.5k bitrate and a 5k buffer) - link to log file below:

No log for this but nothing was different except using the veryfast profile...

And, finally a highlight from wayyyy back in the day using an i-5 2500k @4.4ghz and a 6950 2gb on a 50 down and 10 up connection.

I've tried using bit rates from 500 to 5000 and buffers from 0 to 10000 all in combination and I cannot get that to affect any change, so, I must be missing something somewhere, right? And even now doing some testing with the fast preset my cpu load with everything running that would be during a normal stream CPU stays around 50% on average. I have disabled OBS's affinity to cores 0 and 1 and it competes with Arma for processing power unnecessarily because well, Arma. The affinity change has not affected anything noticeable in the stream btw, but gained me a few average frames in Arma.

I'm at a complete loss as to what's causing the problem I have the gear/connection for a 60fps 1080p stream, but that's a bit much. This looks like it was recorded on a flip phone or something... Any thoughts?
 
ArmA grass has always looked bad at streaming bitrates. Your first example video is during the daytime when the grass is easily visible, and at 60 FPS too, so the quality suffers there. Your second example is at night where half of the screen is black from your night vision and the rest is green with little visible foliage, so things look a lot better. Your third example is a much lower FPS stream, and the time of day makes the brown grass fade into the brown ground for the most part, but in areas where the lighting is better you can see it's still a pixelated mess.

This is to be expected from most games with lots of grass or foliage. Even at 720p30, 3500 Kbps on the medium preset the grass in ArmA is going to get funky sometimes.
 
Oh, I know I'm unlikely to get the grass clear in Arma, and I wish I had a better highlight from before it start happening but, I do not, sadly, It's just very bad and it didn't use to be this way. I've asked plenty of non-partnered streamers if they're having the same issue, and even folks with a slower connection, lower bitrate and a less powerful computer are not having this issue. Something somewhere is screwed up, that's the only conclusion I can come to. There is no reason at all the stream should look like it does in that first vod with the settings I use
