Hey ya'll, I'm at my wit's end trying to figuring why for no apparent reason around a month ago my stream has become just... Terribly pixelated. I had been using the same settings for several months and it used to look great. I used the same setting back when I had worse hardware and it looked light years better then today. I'm at a complete loss, any input would be really appreciated! Details below:

This is while running an i-7 4790k @4.6Ghz and an EVGA 780ti on a 110 down and 25 up connection (3.5k bitrate and a 5k buffer) - link to log file below:

And, finally a highlight from wayyyy back in the day using an i-5 2500k @4.4ghz and a 6950 2gb on a 50 down and 10 up connection.

I've tried using bit rates from 500 to 5000 and buffers from 0 to 10000 all in combination and I cannot get that to affect any change, so, I must be missing something somewhere, right? And even now doing some testing with the fast preset my cpu load with everything running that would be during a normal stream CPU stays around 50% on average. I have disabled OBS's affinity to cores 0 and 1 and it competes with Arma for processing power unnecessarily because well, Arma. The affinity change has not affected anything noticeable in the stream btw, but gained me a few average frames in Arma.
I'm at a complete loss as to what's causing the problem I have the gear/connection for a 60fps 1080p stream, but that's a bit much. This looks like it was recorded on a flip phone or something... Any thoughts?
