Unfortunately you will not be able to stream with that processor and that amount of RAM.

It's recommended you use a i5/i7 Sandy/Ivy bridge or AMD A8/A10.

Id look at the
AMD A10-7870K

Also I would recommend 8GB of RAM for streaming. I use around 6 when I am streaming. And that integrated APU will not due (graphics coprocessor) you will need a dedicated card. Your best option is to build a custom rigg.

Even with the processor I mentioned you will likely not be able to stream 1080p unless you have a flawless connection and/or lowered your graphic quality and changed the processing settings in OBS to Ultrafast encoding which would diminish quality. You could stream 720p @ 30fps with a new PC.

Recommend against AMD APUs, they're quite anemic, and livestreaming is almost totally CPU-bound.
Look for an i5 if you're going budget, or preferably a 4+ core i7 if you want the ability to improve your quality a lot.

Gaming laptops are the tallest midget. They suck at both halves of the description.
All-in-one systems are just laptops with a detached keyboard and bigger screen.
