Question / Help Anywas to fix this blurriness?

Ryzen 1700 Gtx 1080.
Faster encoding.
Bitrate is 4350.
I have it in 720p.
Anyway to really fix the blurriness or bad quality per say?
And when the fighting picks up it starts to skip. Raise processing power or what?
Any suggestions would help thanks!

Skipping occurs there.

I experience no skips in game just the stream skips.

How would I go about that?

Do either a test recording or a test stream, for at least 30 seconds. after that, make a new log.
