Hello, I have a very good and fast pc I stream with a 3.1k bitrate Normal 16:9 resoloution yet when I stream it appears slightly pixelated at times. http://www.twitch.tv/rerolldota/b/579771303 11.15 onwards you can clearly see a quality issue if anyone could help me fix this it would be greatly appreciated. I have 0 dropped frames and bitrate is stable 3.1k

Hmm, you will probably have to accept this pixelation. Even if you stream at 720p or lower resolution, the bitrate will not be enough for certain situations with a lot of movement and in a game with a lot of foliage.
Options:
Increase bitrate (not further than 3500 and your viewers might not be happy)
Lower resolution
Increase compression

They might use one of the mentioned options? You could ask them what settings, compression and hardware they use and try to reproduce that. You did not post a log, so I can only guess what settings you used so far apart of the bitrate. So I am not sure what kind of answer you expected.
