Question / Help Any way to keep windows from changing monitor numbers after they've been turned off?

This is something that's been annoying me for a while. I use two TVs as monitors with my PC, and everytime I turn them off then back on (usually when locking the PC and going AFK), Windows changes their 'display' number. That in turn messes with my OBS settings. I have display capture set to a particular screen and projection set to a particular screen. All it takes is a power cycle of my TVs to swap them around. Then after a reboot, I have to switch them back again. I've been trying to resolve this by finding a way to just stop Windows from disconnecting a monitor when it's turned off but there's no real fix for that.
 
Is this the only answer? My church has multiple users and getting them to do this will be a challenge. Anyway to do lock them down with a registry hack or other option?
