Yup hello guys, so let's start:

Whats' the problem?

Problem is the game is working.. kinda smoothly but it's "laggy" on stream.

You got some dropped frames but not that much so it's ok. Try like 8 quality and buffer size same as bitrate - 2000 kbps which is enough for 720p streaming.

Also do You use Windows 7 ? If so disable Aero (do it manually or check the option for that in OBS and then restart program).
If it doesn't help You can try to use Window Source instead of Monitor Source (need to have game in Windows Mode for that tho).

You should update to the newest version, maybe something was fixed about your problem. Try the stable and test 6 version. With that connection you can set bitrate and buffer to 3000 without problem. Have you tried using the Game Capture source? With it you should get better performance. Also make sure you're using the lowest ping twitch server and not the loadbalancing. You can use JTVPing to check that.

Your CPU is not very strong at all, you really shouldn't be doing 720p off a Core 2 Duo.

You can try using Game Capture to reduce some of your preprocess times, but even your GPU is not super great.
