Yes I was able to stream however i get the error when i try and record

If you have the option to use QSV or attaching a monitor to the mainboards HDMI/DVI/DP port actually outputs something, then you very likely have the driver installed.
As far as I know, the only way to get rid of it is to use Display Driver Uninstaller for both Intel and AMD drivers and then only install the AMD driver - though if you are running Windows 10 Creators Update, you might also need to disable the Intel GPU in BIOS or figure out how to block Windows Update from reinstalling the driver for it.
