I have a R9 390 and i cant seem to enable VCE. I downloaded the VCE version but when i open the encoding settings , i can't click the VCE check. its blanked out. I installed the VC++ 2013 runtimes, and it still wont work. No i dont have quicksync enabled because for some reason that one is blanked out also, and i have an i5 4430.
