Bug Report AMD VCE blurry/pixelated stripes

Hello guyz.

If I use AMD VCE to record my videos, sometimes (absolutely random) blurry stripes happen all over it. How it looks like:

My videocard is R9 280X with latest Crimson drivers (15.11.1).

Switch rate control to VBR when recording. AFAIK this only happens with CBR.

Interesting fact - if I am recording videos not in source games (for example - SC2), this bug does not happen. I will try VBR and some other games, maybe be it is game-specific problem.

The latest Crimson driver is 15.12, I get similar issues when using vce. For now I use vce on the regular obs instead of on multi. If i remember the last time I tried to use MP VCE didnt work, it was like a button that didnt do anything in MP

wait, what? i was streaming for 4 month with vce (using old obs), and all was nice

my poor amd fx8350 hardly handling recording/streaming even with VCE
games are not optimised for my shit at all =(

Actually, AMD chips are notoriously weaker than Intel ones.
Your FX 8350 is only on par with i5 chips.

iam playing in gtaV on max settings with 30+ fps, my brick does not weak, just the games are not optimised for it (i hope..)
anyway, no opportunity to swap to intel, prices in my country are 3x higher now than in 2014
