Hi there!

I got:
AMD Ryzen 1800x
16 GB RAM
2x gtx 1080 TI

I got ~15(+/-5) FPS in OBS preview when setting display for 4k@30fps.
Got only two sources: monitor 1(4k) and camera(1440p)
When changing source from monitor 1 to full screen application and playing Witcher 3 i got 25~FPS (+/-5).

As i said i got this in PREVIEW. So it's really weird.
I don't even record or stream...

On i7-7700k preview works good (30 FPS stable)

Anyone has a clue?

Since you didn't post a log, I can only give you some generic advice:

1. Run CPU-z and make sure your system memory is running in dual channel mode.
2. Make sure you have the latest BIOS installed.
3. SLI+OBS isn't a good idea. Disable SLi and consider removing one of those GPUs.
4. Run GPU-z and make sure that your GPU is running in at least a 8x slot (for 4k it really should be in a 16x electrical slot). If not change it to such a slot.

Side tip: 8-core Ryzen's can quickly become memory bound, so to get best performance out them you should get the memory speed as high as possible, even if that means you increase the various memory options latency greatly.

Lastly 4k takes a ton of resources (about 4-8x more then 1920x1080) so don't think that just doubling your core count (i.e. going from a 4-core Intel to a 8-core AMD) will automatically keep up.

1. I will check that
2. I got latest BIOS
3. On single card i got the same... and on i7-7700k i don't have any problems with SLI. Really
4. Will check that too

Memory Was set to 3000mhz~

About core count... i7-7700k don't have this 15fps issue in preview. Really.
In future i will get i9 with 44 lanes but now i must test AMD Ryzen in 4k streaming... I can't because i got 15 fps in preview. When playing GTA 5 i got even 8 FPS :D

BTW.

I got logitech BRIO. When i retrive video in 4k@30fps i got 1-2 sek video lag. It's same on RYZEN and i7. But on rizen it's also about 7 fps... When i change to 1440p i got no lag on i7 and 30fps. Ryzen got 1-0.5 sec lag and 15fps~. When changing to 1080p also on ryzen works good.

There probably isn't enough USB bandwidth for that webcam to run at 4K. What do you mean by "video lag"?

You still haven't posted a log file. Post one of a 5 minute or longer encode with high video complexity (lots of on-screen action for those 5+ minutes). Do it with the same settings at 1080p, 1440p, and 2160p. So 3 logs. If you stream it link the VODs for those encodes too.
