Bug Report AMD H264 (AMD Advanced Media Framework) encoder CBR not constant

I have been using the AMD H264 (AMD Advanced Media Framework) encoder and after a little bit of streaming on twitch my dashboard tells me that my bitrate is not set to CBR, even though it as as seen here. After having checked a inspector, it told me my bitrate was all over the place, which I have concluded that CBR is bugged.
