I am looking at making a cheap streamer box(not for gaming,game is on console). I need to know if an A10, 8 gigs and win 10 is up to the job, does its gpu get utilized by OBS at all or is it all cpu based? AMD talks about streaming with Quick Stream, is this of any value when uploading to twitch or is it redundant with OBS?

The AMD APUs are notoriously anemic. There's an OBS VCE branch, but it's very poor quality.
An APU is *not* advised for a streaming machine.
