Always streaming and recording game stuttering.

Is this normal? I have 1 monitor with 144 hz (left) connected to the gtx 1070. I have other monitor with 60 Hz (right) connected to the integrated gpu in motherboard. When i check the refresh rate on a browser the 60 Hz monitor I see this when i have open the game on the 144 Hz monitor. I have some kind of problem with my monitors?

If you record o Base Animation with 144parts in 60 Parts its default that you see Stutter

example a video thats 1second long that counts from 1 to 144
in 144fps you see
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15
in 60fps you see
1 4 8 11 15

The GPU generates "smooth" images related to your Display refresh rate thats 144 so you have none smooth cuts if you record in 60

OBS can't recreate the GPU generated "Pictures" that the GPU creates for the Display so in every try you do the Display missmatch the record you will have stutter if the timing from the generated frames is "bad"
to get 100% accuracy you need to adjust Display and Record to the same base
so as example you record your video in Display refresh rate
Later in a Good Video editor you can "adjust" the FPS down with tricks like "insert intermediate images" to a smooth 30/60 fps video (needs a lot of CPU/GPU power more then default)

Ok, if you're right, why do I see 60 fps twitch streamings with the game at +200 fps and can't see this stutter? Explain it to me, please.

EDIT: and they have not capture card on a second PC.

Are you having any issues when streaming with your refresh rate, OBS FPS and game FPS are all set to 60?

I think
1. Game mode enabled->Same stuttering. 60Hz monitor disconnected->Same stuttering.
2 Updated to Windows 10 2004 update version-> Same stuttering.
3.YUV Color Range, Partial option selected->same stuttering. Hentaila
