Alright I'm totally lost. I'm running the OBS v23.0.2 64-bit, I've installed the NDI v4.5.3 plug-in with v3.8 Runtime and turned NDI on in Skype v8.40.0.70 App v14.40.70.0 . I've made the call and in the window of Skype it's showing that NDI is running but I get nothing in OBS when I had the NDI source. I have three options: Skype Local, Skype Active Speaker, and Skype live then a bunch of numbers and letters. Nothing sure what I'm doing wrong. I make the call before opening OBS because it seems that if OBS is open first it doesn't allow Skype to use the camera. Any help would be appreciated.

you need to use the desktop version of skype, not the windows store app version.
You also need your network discovery mode to be in private network not public network.

I guess I have one more problem I've noticed. I have to connect the skype call before opening OBS. So if I want to connect in the middle of a stream it won't work. Any thoughts on that one?

I think it's OBS claiming priority on the webcam even if you switch to a scene that doesn't use it. I've dealt with the issue by just setting it up for OSB to record my good camera and I'm using an old webcam so at least who I'm talking to can see me but they aren't seeing my video that's actually going out on the stream. Though this is going to be a bit of a problem if we're both streaming to our own channels and I want them to get good video from me too.

An alternative you can use is to add an NDI output filter on your main webcam in OBS and use the NDI virtual webcam program to feed that to skype.
