all browsers not working

So I opened OBS to stream but noticed that the twitch panels were not working, this has happened before and I solved it by disconnecting and connecting my twitch account. But when I tried to reconnect my twitch account, the browser won't load, it says ERR_CONNECTION_RESET and then after that I noticed all of the browser sources are not working, even when I refresh them or make a new one. I have attached my log. Hopefully someone can help me, thank you very much.

Hello!
I tried reinstalling OBS to a different location and when it starts up it works! but then when I close it and open it again the error happens again.
Is it an ISP issue?

i found the issue, it seems to be kaspersky antivirus.

Yep! Overzealous antivirus must be overzealous, to make you think it's working.

They had their place originally - a very good place! - but the operating system itself does that now. The entire consumer AV industry has been coasting on that reputation, and some theatrics, for maybe a decade now, and people still fall for it.

You don't need *anything* on a modern OS. Let the OS itself handle it, and don't add anything to it.
