Question / Help After Windows 10 Last Update Super laggy

After last win10 update when i am streaming/encoding , my stream and my game (CSGO) was super laggy.

Log file shows no recording/stream.
Remember, that you need an ingame fps limit to always keep GPU load below 90%, so OBS can render without lag.
In very old Win10 Versions the GPU rendering on OBS was somehow prioritized, so that there was no render lag, even without fps limit in games.
