I have tried everything. I have used different encoders (both NVENC and Apples hardware encoder), different networks, different computers but all have this same issue that prevents me from live streaming.

When I am at home (where I have a 10mbps upload) I can stream for 1 min of smooth 1080p60 at 2500 kbps bitrate before getting throttled. I also tried at my dads house, with a different computer to try to live stream (he has a 100mbps upload), I was able to live stream for 5 mins before the live stream going offline and getting throttled to 160kbps. (The stream settings were the same). I have tried using Twitch and YouTube, but both have this issue. I am really puzzled around this and the fact that it happens on 2 different OS and on 2 different computers. This happens also on both Wi-Fi and on Ethernet.

Anyone know what to do? And thanks in advance

Then this thread belongs in the Windows thread. The Mac troubleshooting thread is for using OBS on MacOS, not for running Windows on Apple hardware.

I'm trying to help you.

There are far, far fewer people using OBS on MacOS than there are on Windows. Fewer people will read this thread, and fewer people will be able to help.

If your problem occurs on multiple computers, and on multiple operating systems on the same computer, it is most likely network related-- so it would have to do with your local network or your ISP.

Streaming on wireless is inherently inconsistent and can absolutely cause issues like this.
I would suggest making a post in the Windows forum, and troubleshooting this problem in Windows, and provide a log from OBS on Windows in that thread, during a completed output session (streaming or recording, started and stopped, with your issue occurring during that session) with your post. That will have the best chance of having someone read the post and be able to help.

That said, if you'd prefer to troubleshoot it in MacOS, just post the logfile here and we can continue troubleshooting in MacOS.
