Assuming Local User is not an Admin, when you Running as Admin - you are running OBS using a different OS User profile on the computer (you are NOT changing permission for logged in User, you are using a different User account)

My understanding is that the is recommendation for Running OBS as Admin is for times when GPU priority scheduling is needed to help OBS with rendering/encoding. Running as Admin is bad from a security perspective. CPU priority can be handled without being Admin. So the GPU priority means you are asking more of the PC than it is capable of. So, one can
A. reduce workload,
B. get more powerful hardware, or
C. Run OBS as Admin, which will drop performance of other software in favor of OBS
