Is it possible to add a blur to a certain part of the broadcast?

We can add images to cover certain portions of the screen, and I've already experimented with transparent .png's @ X percent opacity, but this isn't quite what I'm aiming for. I'd like to add a blur, much like an image covering a certain part of the broadcast but with a transparent blur layer.

That is video post-processing, which OBS doesn't really have much of yet (except for gamma adjustment).

The only think that came to mind to do is to use a image editing software like "Photoshop" or "Gimp" to make a image that has a little blur on it with the right size and so on, but that would be something that you know will be in this or that spot.

Play video in Vlc
take screenshot with vlc
put in image editor
add transparent layer on top
delete background when done
