Add support for CPU encoders with enhanced broadcasting.

I did some search foo and googling and couldn't find anything specific on the matter so I'll ask here.

Can we have support for using CPU encoders with twitch enhanced broadcasting.

I'm exclusively a user of CPU encoding for many reasons and currently I'm excluded from using this feature since it exclusively uses GPU encoders and with twitches newer features coming this year such as vertical video with enhance broadcasting I'd like to be able to use it with CPU encoding.

I'd also really like to see CPU/x264 support added to Enhanced Broadcasting.

I have an i7-14700KF and RTX 4070. My CPU has plenty of available headroom, while I'm already using most of my GPU's NVENC capacity for a demanding 3D YouTube stream.

My current setup is:

• Twitch horizontal — x264 Veryfast
• YouTube 3D — NVENC AV1 P6
• YouTube vertical — x264 Veryfast
• TikTok vertical — x264 Veryfast

When I enable Twitch Enhanced Broadcasting for Dual Format/vertical video, OBS immediately reports "Encoder overloaded." At the time, CPU utilization is only around 40%, while GPU utilization and Video Encode/NVENC utilization are already around 90%.

Because vertical Dual Format requires a minimum of 4 video tracks for users who don't have server-side transcoding, Enhanced Broadcasting adds enough GPU encoding workload to push my 4070 over its available encoder capacity.

It would be extremely useful if Enhanced Broadcasting allowed us to choose the encoder for its additional tracks, particularly x264. In my case, the CPU has plenty of unused capacity that could be used for these encodes instead of competing with my existing NVENC workload.

Even better would be allowing the user to independently select the encoder/preset for the Enhanced Broadcasting tracks rather than having the feature automatically require GPU encoding.

This would make Enhanced Broadcasting much more useful for systems where the CPU has significant unused capacity but the GPU's dedicated encoder is already being used for other streams/recordings.
