Add GUI for hosting VST Plugins that lack one (Airwindows)

Adding the ability to use Airwidows FOSS plugins would really take OBS to the next level.

They lack a GUI, so they'd need to be integrated into the GUI within OBS.
 
They are generally frowned upon, but I generally recommend posting ideas on the idea tracker: https://ideas.obsproject.com

We can't always respond to the suggestions people post, so that's the best way to see what the interest level is for a given suggestion.
