Add 2 new twitch servers to services archive

Hi guys.

In the next version of OBS would need to add the following Twitch.tv servers in the services.xconfig archive:


"South America: Argentina" : rtmp://live-eze.twitch.tv/app
"South America: Chile" : rtmp://live-scl.twitch.tv/app

Commit is already done, the update just needs to be pushed. Probably not long!

It's already public in OBS Multiplatform. A new update should be coming out soon for OBS1, if it's not already out.
