Would my Acer Aspire 5738zg notebook be able to handle the job as an encoding PC in dual setup through my Elgato Game Capture HD.

Acer Aspire 5738zg notebook: Intel Pentium T4400 2,2 GHZ, 800 MHZ FSB
ATI Mobility Radeon HD 5650 (up to 2813 MB Hyper Memory)
4GB Ram

Link to Elgato Game Capture HD: http://www.elgato.com/gaming/game-capture-hd

I stream at 1280x720, NO CBR, Quality 8-10, Bitrate 3000

I'm currently streaming just fine with just my gaming PC, but I thought with Battlefield 4 on the horizon I might need some extra help.

You can always just try it and see. If it doesn't work, it won't hurt your computer.

Just tried it, didn't work out that well.
It did work, but the CPU on my notebook was at 100%.
Atleast I know that it wont work.

Was the stream choppy/cutting off/lagging/etc? If not, then it's fine. 100% load has never been a real problem to anyone, unless you're doing something else with that computer.

Change the cpu. Pentium sucks at streaming. Look for used mobile core 2 quad. Or buy a new laptop if you don't know how to change cpu.

The stream was laggy, the fps in OBS was going all over the place. I had anywhere from 2-15 FPS.
