Not really. A laptop already has a very poor thermal envelope, with no real cooling upgrade path available aside from re-pasting in the case of a bad paste job, or 'set it on a fan pad'. Most will already thermal throttle just running at full clockspeed over an extended duration without any overclock applied.
Laptops really are NOT recommended for main livestreaming setups, for a ton of reasons.
