Question / Help A IRC Overlay Program For Fullscreen Games

I am making this post for a friend who just started streaming. He currently has only 1 1680x1080 screen and we have been trying different way to have chats over fullscreen games.

I saw a program one time that allowed you to have a "always on top" chat window with transparently for IRC but can't remember the name. I did some searching on here and the programs I saw where confusing to them.

Any ideas would be great!

That will only work for Windows or Borderless Windowed games, not fullscreen games.

I don't know of any programs that would overlay chat onto the game itself. Even if there were, it's possible such a program could conflict with game capture, so don't get your hopes up too high.
