Question / Help A decent setup for my bandwidth?

I'm currently looking to, at the least, dip my toes in the streaming community. Just to get a feel and see what it's like. But the issue is my bandwidth makes things a bit difficult to find a balance.

This is my exact bandwidth allowed by my ISP. I'll list my specs below. But my goal is to be able to stream online gameplay with viewable quality and, at the same time, not kill my connection.

CPU: i5-3570k (Not OC'd)
GFX: GTX 660
RAM: 8GB DDR3
 
Ouch. You need a better connection, in short. You're not going to get 'watchable' out of 900kbps upstream.

64kbps AAC audio. 400kbps video. You might be able to get away with a 240p@20fps stream, but that isn't going to be watchable.
You could go higher (bump to 600kbps, 320p maybe), but with that little upstream you need to reserve a significant chunk for the game's network overhead, if you're planning online multiplayer games.
 
I was able to get 400Kbps and keep a steady ping of 130. I'm just trying to find the most optimal balance. And believe me, I've tried. But the low demand for higher upload has me stuck with what I have.
