Just had a chance to look through your logs, rendering lag, insufficient bandwidth, encoding lag, you got it all....

It's too early in the morning, I need some coffee.

For now turn off Game DVR
22:31:11.240: Game DVR: On

Set the Audio in OBS to 48k so it matches your headset
22:31:11.629: audio settings reset:
22:31:11.629: samples per sec: 44100
22:31:11.629: speakers: 2

Try using the Quality Preset, on a few of the NVENC attempts it appears you were using a Low Latency Preset.

Here's an x264 attempt that looks weird too.

11:11:00.981: [x264 encoder: 'simple_h264_stream'] Invalid preset: llhp
11:11:00.981: [x264 encoder: 'simple_h264_stream'] settings:
11:11:00.981: rate_control: CBR

11:11:00.981: buffer size: 6000
11:11:00.981: crf: 0
11:11:00.981: fps_num: 60
11:11:00.981: fps_den: 1
11:11:00.981: width: 1280
11:11:00.981: height: 720

Game DVR is off, so I'm not sure why it says it's on? I did have to turn off the Game Bar.

I am trying to use x264, and only swapped to NVENC to see if it made a difference, it did not. I have it set to Medium encoder preset, so I don't know how it's saying there's an invalid preset? I have only touched the drop-down menu settings.

I'm not having the same issue as the guy in that other thread. All my cores show as one NUMA node, so I can try limiting OBS to 16 cores only.

Is this a new PC & are you using Profiles from your old PC? If so, it might be a good idea just to start fresh with a new Profile.

When you get a chance, check to see if the BIOS on your mobo needs an update. Even if it's new, it could have been sitting in a warehouse for months & there may have been important updates since it was manufactured.

You seem to have multiple video cards, capture does not work well with SLI / Crossfire. Single GPU setups are greatly preferred.

Your log shows two adapters, you will likely need to fix whatever is causing Windows to think you have multiple GPUs.

I have a USB based monitor which requires the 2080 ti output to be converted to the format the USB monitor can output.

No control over that. I'll try unplugging it and streaming.
