Baseline stuff:
try running as admin

if that doesn't work, lower your FPS either in game or in OBS or both because 300 plus is an insane amount and wholly unnecessary

- Update windows to 2004 update or later
- Run OBS as admin.
- Change your framerate back to 60fps
- Change from "Max Quality" to "Quality" for encoder settings

Every video I watch, where they suggest best renders, they suggest 240+ fps for Minecraft tho.

That is true (though overkill), but you don't have the equipment for that
And as noted above, you have an older version of Windows that can't handle (along with OBS) the different screen refresh rates
And streaming at a FPS that you can't see (isn't being rendered for you monitor) is pointless, I think
Back off your settings til you get something that works, then think about increasing

Unless you have a specific need for capturing at 4x the framerate of what most people will be playing back, do not capture at anything higher than 60fps. The only time you should ever want to capture at high framerate is if you are intending on doing slo-mo cuts in editing. That's it.

but 240fps is never a good way

The most issue on record minecraft is the Problem of mc to hold a stable framerate
the best way to record mc is to limit mc to the same fps like the record is forced
default mc bounce (if system can) from 70-300 fps
evem more fps the system is running (at hardware limits) even bigger the bounces
and even bigger the bounce even more its visual
if the system is able to generate 300 frames and you limit it to like 60 then you reduce the bounce on drops
this results in cleaner records, if you have issues with stutters take a look on the fps and it bounces find out why it drops and erase this
it not helps to use 240fps if you have this fps drops, you make it only to a bigger issue
