Yeah it is while I am streaming and Recording but when I go to analyze my last log file it tells me this... I am using a Desktop (NO LAPYTOP) and I have a Elgato HD60 and I dont know how to disable SLI or Crossfire....

Encoding video is always a cpu heavy task, so it is expected that you have 98% cpu usage.
It's not an error its just normal.
If you want to avoid this, try to use quicksync and lower your encoding quality/downscale your resolution.

Your settings seem to be reasonable ... you could try to use the ultrafast preset but that can create artefacts and pixelation.

And you are still streaming with over 2500 bitrate, which makes no sence as you are not a twitch partner

Are you playing a console game? Capture cards will NOT reduce your CPU or GPU utilization as compared to Game or Window capture, if you're using the Elgato to cap your monitor. In fact, they use more system resources, as they generally have to go through the DirectShow layer instead of just grabbing the video texture buffer already in VRAM.

Just as you were told in the beginning of this thread:
98% CPU usage is expected while encoding video from a capturecard.
And as long as the video/stream quality is ok, you do not have to change anything.

I dont know if quicksync encoding is available to encode video from capture cards, if so you could try to use that and play around with the quality settings a bit.

Because your GPU isn't the greatest, so rendering a smaller frame size will help alleviate VRAM speed deficiencies, and it will also ease up on encoding load on your CPU. It solves 2 problems that are putting extra load on your computer.

It still might not help to be honest, your system(laptop) isn't exactly bread to handle anything like streaming or recording... Might want to consider it a lost cause or get a pc to handle it all.
