89% of skipped frames due to encoding lag while streaming, but 0.1% while recording.

Hello, i have an issue with streaming on twitch, skipped frames due to encoding lag while streaming are 89%, but when i try to just record my game amount of skipped frames is 0.1%, and i cant figure out why this is happening.

Obs is running with administrator rights

GPU - Radeon 6600
CPU - Radeon 5 5600

You're using different encoder settings for streaming and for recording, so OBS will start 2 encoders, and it seems your GPU is not powerful enough to support 2 encoding sessions as well as your game all at the same time.

To have only 1 encoder running, use "(use stream encoder)" as encoder for recording. This way, OBS will use the video data stream created for streaming for the recorded file as well. Since you use almost the same settings for both, you will probably not see a big difference.
You can also try to use only 1 AMD hardware encoder and x264 (CPU) for the other.
