Run a 6MB test at http://testmy.net/upload and post your results; remember that both livestreaming any multiplayer game communication require constant throughput, not burst-mode which most ISPs rate by, and is only useful for dead-file transfers.

Looks like you need to back off your bitrate. You're running fairly close to your actual throughput (2500kbps, tp 2800) and need to leave margin for variance, congestion, spiking (as you aren't using CBR, the bitrate can go significantly higher than you set, and being that close, you're likely choking your connection).

You select which server to use. It defaults to Dallas. They may not have bothered to put up a datacenter in NY though.

I'd advise lowering your bitrate to 2000-2300kbps, turning on CBR, and consider dropping from 60fps to 30-45.
You aren't getting any frame drops, but are likely on the very edge if it's significantly affecting your ping (though SOME ping degradation will be expected... you're pushing a LOT of extra data when you stream). Should help to smooth things out.
