Two things:

1: Could you post a recent OBS log of a session where you tried streaming D3? So we can see what's going on as far as OBS is concerned. Here is how to find and post OBS logs: http://obsproject.com/forum/viewtopic.php?f=5&t=97

2: Could you run an upload test here -- http://www.testmy.net/upload -- instead? Making sure to test to a server near the stream server you would stream to. SpeedTest.net's method of testing is inadequate for streaming purposes. Testmy.net will give a more accurate reading of what you can expect from your connection for streaming.

Could you do a longer session, like... a couple of minutes? That log showed only sessions of 1 to 1.5 seconds. ;)

Just play and stream/preview Diablo III for a few minutes and show a log of that.
