Question / Help 6k bitrate on PS4 but only 3.5k on Laptop

Hello. My problem is, I can easily stream on PS4 with 1080p60 6000 bitrate however my bandwidth seems to be limited on my laptop. When I run "Twitch Bandwidth Test" the maximum I get is 3900kbps on London(4) Server with 131 ms and 68 quality. (I live in Dubai if it's relavant) The other servers range between 2000 to 3800. How do you think that it's possible to stream on PS4 without any issues yet my laptop can't reach anywhere near to my actual upload speed, which is 30mbit.

Some details:
-I'm using CAT7 ethernet cable,
-I tried to update and downgrade ethernet card drivers,
-I reformatted w10,
-I disabled windows defender,
-I opened the port for Twitch streaming (1935),
-I tried different routers,
-I tried to run the bandwidth test in safe mode,
-I disabled all startup services,
-My upload speed is fine aside from streaming on Twitch.

I'm pretty new at streaming and I'm aware that above 3500 is not recommended for new streamers but I would like to understand what is going on with my internet or my pc.

Try another streaming service (just as a test) with 6000 bitrate or something like restream.io and connect that to your Twitch account.

I just did that and I got a stable 6000. Actually I got 30000 without any problem. It's strange that I can only get 3500 on Twitch servers...
 
You could have a less than ideal connection to whichever specific twitch ingest server you're connecting to.

Every single twitch server is almost the same for me. No more than 4000. And my overall upload speed on resteam.io is 20mbit. I really wanna know what's causing this.

So I started to think my problem is s caused by some software on my laptop, presumibly the default ASUS software. When I made a search on Google I've seen some people solved the same issue by uninstalling default apps that came with their PC. (But disabling didn't help) In my case I have an ASUS ROG G531GV but I cannot remove its default software from my laptop... These are the services.

I will have to ask one last question about this. When I use VPN I get higher bandwidth on my tests. Do you think it is my ISP throttling me?
