Question / Help 60FPS recording not very smooth

I've been recording in 60FPS using CQP at a value of 20-24 and my recordings are never as smooth as I would expect from 60fps, it seems more like 30-50 fps.

Specs:
i3-6100
GTX 1050 Ti
250GB Samsung 850 EVO SSD
8GB (2x4) DDR4, 2133MHz RAM

On my old toshiba laptop with integrated graphics I recorded a smooth 60fps on some games I ran at about 70fps. The games I'm recording I get around 150-250 fps so I'm expecting a smooth 60fps output. Maybe this is because I switched from OBS Classic to Studio since I got my new PC? Maybe also because I'm using NVENC encoder instead of the x264 since I used to have integrated graphics? I have no idea. Please help.

Sometimes it can be hard to get help around here. I'm just a newbie, but looking at your log, you are recording at a constant bitrate of 7500. That's very low, and it does not match your description of using CQP.

I've changed my settings since then in an effort to fix the issue. That is why
